Marc is a professional Mariner who spent 30 years in Law Enforcement. During his tenure with the RCMP, he worked in numerous areas of policing including patrolling most Canadian water systems, including the West Coast, Great Lakes and the East Coast on river and coastal waters.
He is recognized as an expert boat operator and was instrumental in enhancing marine security by assisting in developing partnerships with the Canadian Coast Guard, DND special Forces, Joint Terrorism Task Force (JTF), and Transport Canada within the Borders of Canada. He also was involved in enhancing border security in partnership with US Coast Guard and the US Border Patrol.
Marc was also a Tactical Boat Operator and Instructor and worked closely as part of a team to update and deliver the training currently being used by Emergency Response Teams and JTF in Canada and some parts of the US such as Lee County Florida in Fort Myers.
His experience was instrumental in developing a standardized vessel used in Armed Ship Boarding and marine interdiction by leading a team of boat operators who designed the special needs vessel for RCMP Marine Operations. He dealt with the Government Procurement procedures to build 2 new vessels which have now been accepted as the standard for marine ops. He has formed relationships with numerous vessel manufacturers within Canada and has lead several projects for new constructions and procurements of specialized vessels.
Marc worked in partnership with the Canadian Coast Guard in delivering rescue boat operator training for several years by teaching at the CCG training centre in Halifax, NS, and in Bamfield, BC. He has taught SVOP (small vessel operator proficiency), Fast Rescue Craft, as well as RHIOT (rigid hull inflatable operator training) courses. He has also supplied training within the RCMP by delivering their boat training at the Provincial level.
Since retiring from the RCMP, Marc has focused his expertise as a marine instructor. He has provided training to Government agencies, Fire Departments (full and volunteer) and private classes for individuals. He has also completed an Internationally recognized Ice Rescue Technician Certification Course and now represents Lifesaving Resources as a Private Instructor, and as such is able to certify Ice Rescue Technicians to the National Fire Prevention Association standards. Lifesaving Resources is considered a leader in developing training and equipment used in ice rescue.
With Marc’s experience in the marine environment enabled him to recognize the need to offer ongoing training in boat operation and ice rescue as theses skills are perishable and training was not easily accessible. TMC & Associates was formed to ensure that Employers had access to training, in order to meet Canada Labour Code requirements and exercise their due diligence, enabling employees to complete their work safely and effectively.
